Ministerial Meeting

Every four years the Commonwealth Secretariat convenes the Commonwealth Youth Ministers Meeting (9CYMM) in partnership with a host government. The 9th Commonwealth Youth Ministers Meeting (CYMM) is hosted by the Government of Uganda, with the Ministry of Gender, Labour and Social Development serving as the lead agency. Since the last Youth Ministers Meeting, there have been significant changes to the global development landscape, the most important being the adoption of the 17 Sustainable Development Goals (SDGs) in 2015, which outlines a universal call to end poverty, protect the planet and ensure that all people enjoy peace and prosperity in the national development frameworks.

9CYMM offers ministers and senior officials the opportunity to reflect on youth development priorities in light of the SDGs and associated targets to be achieved by 2030. Delegates will engage with young leaders and youth sector stakeholders, share good practices, take stock of pioneering initiatives and forge new partnerships.

Marking an important milestone, 9CYMM is held 25 years since the first Commonwealth gathering of youth ministers in 1992. The meeting also takes place less than a year before the Commonwealth Heads of Government Meeting (CHOGM) in London in April 2018.

The theme of 9CYMM is ‘Resourcing and financing youth development, empowering young people’. The first plenary session of the ministerial meeting will be held on Wednesday 2 August 2017. The final session on Friday 4 August will bring 9CYMM to a close.

8th Commonwealth Youth Ministers Meeting

The 8th Commonwealth Youth Ministers Meeting (8CYMM) was hosted in Papua New Guinea in April 2013. Major outcomes of this meeting included the launch of the Commonwealth Youth Council. Ministers also committed to push for the inclusion of young people in development planning and to ensure their contributions and needs are prioritized at the highest levels of government. This led to the Magampura Commitment to Young People by Commonwealth Heads of Government at the Commonwealth Heads of Government Meeting in Sri Lanka in 2013.

Regional Youth Ministers Meetings

In 2015, Commonwealth Youth Ministers, senior officials and youth leaders met to examine and review regional priorities at the four regional meetings held in Africa (Cameroon, February, 2015), Caribbean (Antigua and Barbuda, April, 2015), Asia (India, July 2015) and the Pacific (Samoa 2015).

Commonwealth Secretariat

The Commonwealth Secretariat’s youth development work is delivered through the Commonwealth Youth Programme, which has been supporting member countries for over 40 years. The Secretariat provides technical assistance to Commonwealth member countries for the development of national and regional youth policies and the creation of youth development frameworks, guidelines and tools.
